Despite the central government’s decision to pay the disaster relief fund for 88 % of peopleGyeonggi-dohas decided to payKRW250,000 for each person as the 3rd disaster basic income including the top 12 % based on the income. The governor Lee Jae Myungheld a press conference named ‘The report on the 3rddisaster basic income for all residents’ at the Provincial Government on the 13th and stated:
“Considering the necessity and economic effect of the universal payment for the disaster relief fund, Gyeonggi-do will pay its 3rd disaster basic income for all residents including those who exempted by the central government’s 5th disaster relief payment. All people are suffering from the Covid-19 even if there is some degree ofdifference. The K-Quarantine that our county is proud of also could be achieved by all people’s active cooperation and sacrifice. Therefore, all people should be evenly compensated” he emphasized.
He mentioned “The disaster basic income is not a simple welfare program but an economy policy to revitalize the local economy in a way that promotes consumption by increasing the residents’disposable income and providing the local currency which has limited where and period to use. Including the top 12 % of residents based on the income level exempted from the central government due to its budget limit is to supplement and expand the central government policy, which corresponds to the roles of the local government.”
On the other hand, since only 88 % of the bottom residents could receive the payment in other provinces, Governor Lee’s decision raises an issue of equity.And concerning the issue, Governor Lee commented “All policy haspros and cons, and therefore Gyeonggi-do and other respective provinces’ position should be respected. That difference is one of the characteristics of the local self-government.”
Gyeonggi-do has paid the disaster basic incomebefore for all residents and multicultural families in April last year and February (April for foreigners) this year. According to the statistics on the April payment for foreigners, 407,600 (90.6 %) were paid with KRW100,000 per person. This number does not includethose whose period of stay are expired or under the review for its extension, have different addresses, other disqualified out of the total registered foreign resident population around 570,000.If you include the number of the total foreign resident population 570,681in the province, the actual application rate is 71.4 %, which is far less than 97.2 % of Korean in the province.
